COMESA – Leather and Leather Products Institute (COMESA/LLPI) was chartered in 1990, with the endorsement of 17 COMESA Heads of State. COMESA/LLPI’s main Mandate is to support the development of the leather sector in the COMESA Region. Over the years, the Institution has created strong strategic linkages with Public and Private Sector Institutions in member countries. In addition to this, COMESA/LLPI has signed several Memoranda of Understanding (MoUs) with global institutions, in its pursuit to improve competitiveness of the leather sector in Africa in line with global dynamics.

COMESA/LLPI is headquartered in Addis Ababa, Ethiopia; and its membership encompasses ten COMESA countries, namely; Burundi, Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Uganda, Sudan, Zambia and Zimbabwe. It is also working with Djibouti, DRC, Madagascar and Swaziland under Consultancy services and potential for them to become members in the near future.

The Mandate of COMESA/LLPI is defined in its Charter and complimented by the COMESA Treaty, COMESA Summit Decisions, Council of Ministers Directives, COMESA Secretariat Strategy, COMESA Regional Leather Value Chain Strategy, Member States Leather Value Chain Strategies, Public and Private Sector Stakeholder’s inputs through the Regional Core Team, Triple Helix and SME Technical Committee platforms, among others. The diversity of the Committee members have expanded to include leading global players of the industry to provide in-depth and real-time solutions to the leather sector.

Recent Accomplishments:

In past 4 years COMESA/LLPI has delivered tangible outputs, which have set a firm basis of transforming the COMESA Leather Value Chain from a Commodity to a Product focus. Some of the outputs are as followings:

  • National leather Value Chain Strategies were formulated, validated, launched and unpacked using participatory approaches:  Burundi, Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Sudan, Uganda, and Zambia;
  • About 283 artisans were trained on Footwear Making, Record Keeping, Costing & Pricing, and Cluster Management;
  • Curriculum was developed for Burundi (level 1-3), Dedan Kimathi University of Kenya, and Sudan Technical and Vocational College;
  • 21 MOUs were signed with regional and global universities and development partners to support joint collaboration in research, capacity building, technology transfer and trade promotion;
  • As a regional trade and investment facilitator, COMESA/LLPI participated and fully sponsored SMEs in various Trade Fairs: All Africa Leather Fair of Ethiopia, Nairobi International Trade Fair of Kenya, Uganda International Trade Fair, Zambia International Trade Fair, and Zimbabwe International Trade Fair;
  • LLPI supported the formation and strengthening of different clusters in different countries. Zimbabwe, Malawi, Burundi, Ethiopia, Kenya, Malawi, Uganda, Zambia and Zimbabwe.  In addition to this LLPI through funding from EU and PTA bank, has facilitated the purchase of Equipment for Clusters in Ethiopia, Malawi, Uganda and Zimbabwe;
  • In partnership with the Commonwealth Secretariat, COMESA/LLPI is working on the development of a Regional Design Studio that will enhance the development of the regional leather sector. A training on modern designing techniques was conducted in 2016, Mombasa, Kenya;
  • COMESA/LLPI periodically disseminates information related to leather and leather products production, investment and market through quarterly Newsletters, Web Portal and Brochures;
  • COMESA/LLPI has attained full Certification of Quality Management System (QMS) integrated with Environmental Management System (EMS) to further enhance the capacity to deliver quality services to Member States and other stakeholders.

To facilitate member States and connect partners, enterprises, institutions for value addition and competitiveness in the leather sector through Sharing of Knowledge, Adaptation and Adoption of innovations at various levels of the leather value chain.

Objectives

Strategic Objectives:
The Institute's seven Strategic Objectives directly respond to its Mandate as follows:

1. To Enhance COMESA/LLPI Capacity to Share Best Practices and Strengthen Value Chain Networks;

The implementation of this Objective would enhance COMESA/LLPI’s capacity to deliver high quality services effectively, efficiently and competitively by developing and implementing training programmes, which respond to the needs of the industry.

2. To Enhance Value Addition Through Clusters/Service Centres Development;

Clusters should be used as a nucleus of developing value addition process, as growth of SMEs in the production of finished leather products. This would spur the growth in demand of finished leather, thus creating a ready market of finished leather in the region. 

3. To Facilitate and Promote the Strengthening of the Regional Leather Value Chain;

This would strengthen intra trade and enhance the performance of the regional leather value chain in line with the COMESA vision of regional integration. In addition, this would have a multiplier effect to other sectors such as transport, clearing & forwarding, banking and insurance in the region.

4. To Build a Comprehensive Production and Trade Database for the Leather Sector;

Generation, collection and collation of reliable information for enabling decision making and baseline on production, trade and enterprises performance & competitiveness is fundamental in the development of value chains.

 5. To Build Member States’ "Share, Adapt and Adopt (SAA)" Institutional Capacity to Deliver Support Services and Policies;

COMESA/LLPI would work to strengthen national institutions, such as Leather Development Councils and Associations in efforts to support areas of fundraising, project design and implementation, in a sustainable manner. This process should be designed on the Share, Adapt and Adopt Model.

6. To Facilitate the Development and Implementation of Occupational Health and Environmental Management Standards in The Leather Industry;

The Leather Industry is considered an environment and health risk industry. Thus, COMESA/LLPI would work in collaboration with national institutions and the Private Sector to come up with factory facilities, which meet minimum environmental and occupational standards.

7. To Facilitate Leather Development and Investment and Resource Mobilization.

The core budget of LLPI is based on membership subscription, which adequately covers its overheads and limited development activities. However, given its wider Mandate to transform the Region's leather value chains, there is a need to complement resources through collaboration and fundraising.

The formation of the Leather and Leather Products Institute (LLPI) was approved by the Preferential Trade Area (PTA) for Eastern and Southern African States in 1988 to fulfill its industrial objective to “support and develop the leather industries of the COMESA regions”.It was then established by the signing of the Charter by member States on 23rd November 1990.

All COMESA Member countries are eligible for LLPI membership and 17 of these signed the Charter establishing the Institute. At the moment there are only eight active members (Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Sudan, Uganda Zambia, and Zimbabwe). The Institute is funded from assessed annual contributions of these member countries and other sources, including service charge fees, consultancy, grants and assistance obtained through projects prepared by the Institute to implement its mandated objectives.It is headquartered in Addis Ababa, Ethiopia, with its own office building commissioned in May 2007.

The Director, who is appointed by the Board of Directors, is the Principal Executive Officer of the LLPI and supervises the implementation of the decisions of the Board of Directors. He is assisted by three professional staff, two General Service staff, three support and two subordinate staff.  Occasionally relevant consultants in different fields are recruited when the need arises to support activity implementation.

LLPI conducts its activities at member country level through sectoral institutions, known as Country Units, designated by the respective Governments to collaborate with the Institute. Currently the Country Units include the following:

  1. Leather Industry Development Institute (LIDI) of Ethiopia;
  2. Kenya Industrial Research and Development Institute (KIRDI);
  3. Center for Support to SMEs in Rwanda (CAPMER);
  4. National Leather Technology Center (NLTC) of Sudan;
  5. Training and Common Facility Center (TCFC) of Uganda;
  6. Zambia Development Agency (ZDA)
